The Republic of Azerbaijan’s Ministry of Foreign Affairs and Ministry of Science and Education offers the Azerbaijan Government 100 Scholarships, “Heydar Aliyev—International Education Grant Program” for the 2025-2026 academic year. This government-sponsored scholarship is available annually for five years.

Established by the decree of President Ilham Aliyev on July 8, 2023, the program provides selected candidates with the opportunity to pursue studies in Azerbaijan’s leading universities, including preparatory courses and undergraduate, graduate, doctoral, and medical residency programs.

The scholarship will benefit 100 international students each year. Eligible candidates include citizens from member states of the Organization of Islamic Cooperation, the Non-Aligned Movement, Small Island Developing States, and countries with shared cultural, ethnic, and historical ties with Azerbaijan.

Scholarship Benefits

Selected candidates will benefit from Azerbaijan Government Scholarship as follows:

• Tuition fees are covered for undergraduate, graduate, medical, and doctoral levels.
• International flights to and from Baku, Azerbaijan annually.
• Monthly allowance of 800 AZN (470 USD) for living expenses, excluding July and August.
• Yearly medical insurance allowance of 200 AZN (117 USD).
• Visa and temporary residence permits are provided for each academic year.

Who Can Apply?

The Azerbaijan Government Scholarship eligibility criteria are as follows:

• Not be citizens of or have terminated citizenship from the Republic of Azerbaijan to be eligible for the Scholarship. and be a citizen of eligible country.
• Age limits as of 15 September  :
  • Undergraduate and general medicine programs: Under 35 years old
  • Graduate and medical residency programs: below 40 years old
  • Doctoral programs: below 45 years old
• The Selection Committee reserves the right to verify applicant information and take action according to regulations.
• Applicants willing to study in English must provide the following scores:
  • Undergraduate programs: minimum IELTS 5 (TOEFL 40)
  • Postgraduate programs: minimum IELTS 5.5 (TOEFL 50)
  • The language of study of the previous education must be English
• Previous degree(s) GPA of study (general secondary education, bachelor’s degree, general medicine education, master’s degree, medical residency) must not be less than 70 (on a scale of 0 to 100 or 7 on a scale of 10 or equivalent) of the relevant marking system
• The applicants should have good health conditions and provide the HIV/AIDS, Hepatitis B/C tests
• Meet language proficiency in any other language other than English (Turkish, Russian, Azerbaijani)

How do I Apply for the Azerbaijan Government Scholarship?

• Submit required documents to state entities by May 15, 2025, 6 PM Baku time for official nomination.
• If nominated, proceed to the second stage via the Study in Azerbaijan Centralized Admission Service (SIACAS) website from June 1 to June 15, 2025.
• Choose the “Heydar Aliyev – International Education Grant” program.
• Select 3 specialties at different Azerbaijani institutions.
• Track application status and receive notifications via SIACAS.
• The website will be open for applications from June 1 to June 15, 2025 at 6 PM Baku time.
• Only one application is allowed for candidates with multiple nationalities based on eligible nations.
• Applications nominated by respective countries proceed to Scholarship program evaluation.
