The Romanian Agency for Investment and Foreign Trade (ARICE) is offering a generous scholarship program for international students for the academic year 2025–2026.

Each year, Romania welcomes 40 exceptional international students through a competitive scholarship selection process. This initiative, led by the Romanian Agency for Investment and Foreign Trade in collaboration with the Ministry of Education and Research, provides full funding for undergraduate, postgraduate, and doctoral-level studies at accredited Romanian universities.
This scholarship covers tuition, accommodation, a monthly stipend, Romanian language training, and more. It aims to promote Romanian culture and language while supporting outstanding global talent in various priority academic disciplines.

Benefits and Financial Aids

Scholarship recipients will receive the following benefits:

  • Full exemption from all application, registration, Romanian language testing, and doctoral entrance exam fees
  • Full tuition coverage for both the Romanian language preparatory year and the chosen academic program (up to the standard program duration)
  • Monthly stipend for all levels of study, including during the preparatory year
  • Accommodation subsidy in student dormitories
  • Access to medical services for emergencies and communicable diseases
  • Equal access to local and national transport for Romanian students (bus, train, metro, etc.)
  • Support extended during academic years and specific holidays, with 30 additional days after graduation (for programs lasting at least 1 year)

Note: International travel and domestic travel to the university are not covered by the scholarship.

Eligibility Criteria

Applicants must meet the following eligibility requirements:

  • Must be a foreign citizen from a non-EU and non-EFTA country
  • Priority given to citizens from countries without a cultural/educational agreement with Romania
  • Ineligible applicants include:
    • Romanian citizens or those belonging to Romanian communities abroad
    • Applicants seeking or holding asylum/protection in Romania
    • Stateless persons residing in Romania
    • Members or family members of diplomatic corps or international organizations in Romania
    • Previous beneficiaries of Romanian state scholarships for the same level of study
    • Long-term residents of Romania

Required Documents

All documents must be submitted in PDF format. Only complete applications will be considered. Key documents typically include:

  • Application forms (to be downloaded from our telegram channel) and Responsiblity form 
  • Academic diplomas and transcripts
  • Passport copy
  • Curriculum Vitae (CV)
  • Motivation letter
  • Medical certificate
  • Recommendation letters (for postgraduate/PhD applicants)
  • Proof of Romanian language proficiency (if applicable), including:
    • Study documents showing at least four years of study in Romania, or
    • A Romanian language certificate (minimum B1 level)

Note: Doctoral applicants must provide an agreement in principle from a doctoral supervisor.

Selection Process and Criteria

  • The selection process is based on application evaluation, in accordance with Romanian regulations.
  • Priority will be given to candidates in key academic fields (economics, agriculture, technical sciences, oil and gas).
  • Applicants must demonstrate academic merit, motivation, and alignment with the program’s goals.
  • For PhD candidates, passing an entrance exam and obtaining a supervisor’s agreement is required.
  • Applicants without Romanian language proficiency must take a preparatory year unless they meet the exemption criteria.
