OSCE Academy in Bishkek offers fully funded scholarships for students of Central Aisa nationalities in the MA Program in Economic Governance and Development. The program enrolls 30 students on a highly competitive basis each year and in 2025-2027.

This MA Program is particularly suitable for young professionals with a strong work ethic who are willing to improve their education in economics, international development studies, and questions of good governance.

This full-time program starts on 1 September 2025 and runs for 18 months. Before the starting date, all enrolled students should attend the preparatory Summer School, which will run from 4 to 29 August 2025. Students should travel to and reside in Bishkek to be eligible for this program.

Candidates from Afghanistan and other Central Asian countries, including Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Mongolia, or any other OSCE participating State, can apply to this fully funded program.

The OSCE Academy also offers two more fully-funded scholarships for Central Asia, including Afghan students, as follows:

• MA in Politics and Security in Bishkek 2024-2026
• MA in Human Rights and Sustainability (MAHRS) 2024-2026

The OSCE Academy in Bishkek is a public institution founded by the Kyrgyz government and the Organization for Security and Cooperation in Europe (OSCE) in 2002. Through postgraduate education, professional training, research, and intellectual interaction, the OSCE Academy promotes the OSCE’s principles and values. Its challenging MA Program in Economic Governance and Development enrolls up to 30 students each year on a highly competitive basis.

Eligibility Criteria

To be eligible for the OSCE Academy Scholarship in Economic Governance and Development Program, all candidates should:

• Have completed an academic degree of higher education (four-year BA, Specialist Diploma, or final year of BA) in related fields such as economics, finance, management, business administration, or other equivalent subjects
• Have an advanced level of English. If you have TOEFL 90 or IELTS 6.5, upload it.
• Be a citizen of one of the seven program countries of the Academy or any other participating State of the OSCE. (Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, Uzbekistan, Afghanistan, Mongolia)

Language Requirements Update:

Due to numerous requests from applicants regarding English Language Certificates, the OSCE Academy is pleased to inform you that you may upload your IELTS or TOEFL certificate; if not, shortlisted candidates who did not submit the certificate will take the OSCE Academy’s English language test.
