Brazil embassy notice for Afghans in Tehran

It is an important message for all Afghans who are looking to get a Brazil humanitarian visa. On May 1, The Brazil embassy affixed two posters in English and Persian to the gates of its premises, which contain important messages for Afghans who are going to get obtain Brazil Humanitarian Visa for Afghanistan citizens in danger. Brazil announced its humanitarian visa in 2021 after fall of the government to help those in danger and risk of being prosecuted. Initially the applicant could apply to this visa online and after submission of application, they were waiting for visa interview. In October 2023, the government of Brazil changed its policy and procedure for humanitarian visas, and now the Brazilian government is assessing and approving a list of humanitarian organizations so that applicants can apply through these organizations. and since then application can not be done online and applicants need to wait until the list is published on the embassy website.

Here is the message of Notice announced:

Notic For Afghans

The Brazilian Embassy has already placed and updated many times the messages on the
notice board and on the posters affixed to the gates of its premises which contain norms
and rules related to humanitarian visas to Brazil requested by Afghan nationals. Our
social networks and our web site have also plenty of information on the subject.
The Embassy has repeatedly double checked the names of applicants contained in
documents given to us by Afghans at the entrance of our building. NONE OF THEM IS
ENTITLED TO HAVE THIS REQUEST CONSIDERED.
Be it because the application was not
presented within the legal deadline, be it because the applicants were not approved in
the interviews (the last interviews were carried out at the end of September 2023), be it
because of insufficient documentation, be it for any other reason.
Despite this, the agglomeration of Afghans in front of the Embassy continues, disturbing
our job and the tranquility of the neighbors, giving the opportunity for dishonest people to
deceive you with false information, promises that will never be fulfilled and the collection
of bribes.
With sadness we see that profiteers and some of your leaders with bad intentions are
telling lies to you, trying to convince you that the agglomeration in front of the Embassy,
the posters with dramatic appeals, and the insistence in resubmitting again and again
documents that have already been seen and reviewed by us, will make us break the rules
on humanitarian visas issued by the Brazilian government and lead us to accept
applications presented after October the 1st
, 2023.
If you Afghans do not read our messages and show no intention of respecting our
instructions, you are making clear that you have no conditions to live in Brazil, since with
the behavior you are showing is telling us that you will not respect the laws of Brazil.
Therefore, if such agglomerations in front of the Embassy persist, WE WILL BE FORCED
TO PROPOSE TO THE BRAZILIAN GOVERNMENT THE REVOKATION OF THE POLICY OF
GRANTING HUMANITARIAN VISAS FOR AFGHANS.
In this case, since you have chosen to obey your dishonest leaders and not our officials,
and since you always return to our gates after the police called by the neighbors leaves
the area, the next messages that you will find in our premises and in our social networks
will be that – for the reasons explained here – not only we will continue to deny to examine
visa applications submitted after the deadline, but also any applications for such visas
submitted by Afghans, since this nationality will be excluded in future regulations on
humanitarian visas that may be approved by Brazil.
We hope that we will not be forced to take such drastic measures against citizens who
we respect and who have suffered so much due to the sad events that have taken place
in Afghanistan in the recent past. But if Afghans do not respect our rules here in Iran, as
you are showing every day in front of our Embassy, there is no reason to believe that in
Brazil you will respect Brazilian laws. You may agree that this is more than sufficient
reason to revoke our policy of humanitarian visas for Afghan citizens. And you alone will
have to accept the blame for that.
Tehran, May 1st, 2024

  • Do not go to the embassy to receive answers to your questions.
  • Do not make phone calls to the embassy.

It seems that Afghans not only paid attention to this message but also gathered outside the embassy and disturbed the work of the embassy and its neighbors, so the embassy attached the last notice.

Here are key messages from the above notice that Afghan applicants of brazil humanitarian visa should get:

Key Messages:

  1. The Brazilian Embassy has provided ample information regarding humanitarian visas for Afghan nationals through notices, posters, social media, and its website.
  2. None of the Afghan applicants currently queuing at the embassy meet the criteria for visa consideration due to various reasons such as missed deadlines, failed interviews, or inadequate documentation.
  3. The continuous gathering of Afghans outside the embassy disrupts operations and disturbs neighbors, while also creating opportunities for dishonest individuals to exploit them.
  4. Profiteers and dishonest leaders are spreading misinformation among the Afghan community, falsely claiming that persistence at the embassy will result in visa approval.
  5. Failure to heed embassy instructions and continued disturbances may lead to the revocation of Brazil’s policy of granting humanitarian visas to Afghans.
  6. If disturbances persist, the embassy will not only reject current applications but also exclude Afghans from future humanitarian visa considerations.
  7. The embassy hopes to avoid such drastic measures but emphasizes that Afghan citizens must respect Brazilian laws and embassy rules.

Reading the above notice, all Afghan applicants get the key message as following:

  1. Afghan applicants should refrain from gathering outside the embassy and engaging with individuals promising false hope.
  2. Afghan community leaders should disseminate accurate information about visa procedures and discourage disruptive behavior.
  3. Respect for Brazilian laws and embassy regulations is essential for Afghan nationals seeking humanitarian visas.

Unfortunately, due to the current situation in Afghanistan, when there is an opportunity for Afghanistan, our people make it shut down by not following the rules of the program or instead try to change the rules of the program offered by other governments.

How can Afghan people change their behavior not to face the notices and revocation of the program?

Currently, the application for a Brazilian humanitarian visa is not open now, as it was announced in October 2023. To not disturb the work of the embassy and change the behavior, it is all about the people to follow the steps below to avoid the revocation of the program and disruption in their application procedure:

  1. Understanding and Following Procedures: Afghan nationals need to familiarize themselves with the procedures and requirements of programs, including humanitarian visas. This includes knowing deadlines, preparing required documentation, and attending interviews as necessary.
  2. Respecting Deadlines: Afghan applicants must submit their visa applications within the specified deadlines. Missing deadlines, as stated by the embassy notice, can result in automatic disqualification.
  3. Preparing Adequate Documentation: Afghan applicants should ensure they have all necessary documentation and information prepared before submitting their visa applications. This may include identification documents, evidence of persecution or hardship, and any other supporting materials required by the embassy.
  4. Engaging with Officials Respectfully: When interacting with embassy officials, Afghan nationals should do so respectfully and cooperatively. This includes following instructions, providing truthful information, and refraining from disruptive behavior outside embassy premises.
  5. Avoiding Misinformation: Afghan applicants should be cautious of misinformation spread by dishonest individuals or profiteers. They should rely on official sources of information provided by the embassy and avoid falling prey to false promises or deceptive schemes.
  6. Maintaining Patience and Persistence: Obtaining a humanitarian visa can be a lengthy and challenging process. Afghan applicants should be prepared to exercise patience and persistence while navigating the various stages of the application process, understanding that their efforts may ultimately lead to success.
