The Humphrey Fellowship Program is designed for experienced professionals who want to improve their leadership skills by exchanging knowledge & understanding about issues of common concern in the United States and Fellows’ home countries. As a non-degree program, the Fellowship provides excellent chances for professional growth through selected university courses, conference attendance, networking, and practical work experiences. Fellows pursue their particular program goals throughout the year while collaborating with their Humphrey colleagues in workshops and seminars. Unlike a conventional graduate school experience, the Program encourages Fellows to travel outside their host college to learn more about American culture & network with American peers. Benefits of Humphrey Fellowship – Exchange Program:

  • Tuition & fees must will be paid to the designated host university.
  • If necessary, pre-academic English language instruction.
  • A living allowance, which includes a one-time settling-in allowance
  • Insurance for accidents and illnesses
  • A stipend for books
  • A one-time computer grant
  • Traveling by plane (international travel to & from the U.S. for the Program and domestic travel to required program events)
  • A Professional Development allowance is available for professional activities such as field trips, professional visits, and conferences.

Eligibility Criteria:

  • An undergraduate (first university or bachelor) degree 
  • 5 years of full-time professional experience is required.
  • Prior experience in the United States is limited or non-existent.
  • Leadership abilities must be demonstrated.
  • A track record of community service
  • English language proficiency

Embassies and Commissions must submit nominations by October 1 to the Institute of International Education office in Washington, DC. Humphrey Fellows begin their Program in the United States between April and September of the following year, depending on the amount of English language instruction required. The Program will finish in June of the following year. Fellows with insufficient TOEFL scores may be forced to participate in extensive English language instruction before beginning their Fellowship.
