Human Rights Watch (HRW) is offering an exciting opportunity to join its Asia Division as the Deputy Director for East Asia. This role is crucial for those who aspire to influence human rights policies in China, Japan, and the Korean peninsula.
The Asia Division at HRW is one of the organization’s most dynamic regional programs, with a dedicated team of around 30 professionals who work in some of the most demanding settings. As Deputy Director, you will collaborate closely with the Asia Director to set strategic goals and ensure the highest standards of research and advocacy. This role also involves supervising staff, coordinating efforts across the organization, and representing HRW in the media and other public platforms.
This full-time position, preferably in HRW offices in Tokyo, Sydney, London, Brussels, Berlin, New York, or Washington, DC, offers the chance to make a tangible impact on human rights in East Asia. Starting in July 2024, the successful candidate will be part of a team that consistently produces influential reports and advocacy materials to curb human rights violations.

- Competitive salaries range from USD 121,000–USD 133,000 for those based in the United States (salaries vary based on location).

Eligibility Criteria
All candidates must meet these requirements:
- Advanced degree (graduate level) or equivalent experience in human rights, international relations, journalism, law, social sciences, or a related field
- Minimum of seven years of relevant work experience, including at least four years in a management position
Skills and Knowledge:
- Proven leadership and management of diverse teams, with strong collaborative skills
- Deep knowledge of East Asia human rights issues, especially in China
- Excellent English communication skills; proficiency in an East Asian language is a plus.
- Experience in developing and executing impactful human rights research and advocacy.
- Ability to handle complex security situations.
- Proven track record with civil society collaborations, particularly with marginalized communities.
- Strategic thinker with the ability to perform effectively under pressure.
- Strong commitment to diversity, equity, and inclusion.
- Media experience, including using multimedia and social media for advocacy.
- Ability to articulate complex issues to varied audiences, including senior officials.
- Creative problem-solver with project management experience.
- Strong editing skills for factual and legal accuracy.

- Skilled in prioritizing and managing multiple demands effectively.
Responsibilities
The directors will have the following responsibilities:
- Assist the Director in developing and executing research, advocacy, and communication strategies for East Asia.
- Oversee research on human rights issues in East Asia, ensuring high standards and timely outputs.
- Supervise and support East Asian staff, including researchers and advocacy directors.
- Facilitate responses to crises and coordinate the publication of reports and advocacy materials.
- Represent HRW in the media by writing press statements, editorials, and other advocacy materials.
- Develop relationships with partners, local and regional groups, and organizations.
- Conduct advocacy with high-level officials and participate in fact-finding missions as required.
- Assist in achieving fundraising goals and recruiting new donors.
Managerial Responsibilities:
- Lead and mentor staff by setting clear expectations, providing constructive feedback, ensuring balanced workloads, and supporting professional growth and well-being.
- Assist the Director in establishing work plans, managing staff workloads, and effectively communicating priorities while overseeing delegated tasks.
- Ensure the division’s management, staffing, and culture align with evolving strategic goals.
- Work with HRW’s security team to safeguard staff and partners’ physical and digital security, ensuring proper training and policy implementation.
- Promote open communication, information sharing, and a positive, accountable work environment across the division and the organization.
- Help manage performance processes to evaluate progress toward divisional goals.
- Foster an empowering environment where staff are encouraged to share experiences and learn from each other through meetings and participation in organization-wide initiatives.
- Ensure consistent application of approved policies across the division.
- Model inclusive behavior and adhere to HRW’s internal values, integrating diversity, equity, and inclusion (DEI) into the division’s work.
