Opportunity Description

The CFLI (Canada Fund for Local Initiatives) is a program created to assist small-scale, high-impact initiatives in developing nations that fit into the Department of Global Affairs of Canada’s thematic themes.

The initiative focuses on projects that are mostly created and developed by regional partners. The relevant Canadian embassy or high commission chooses and approves projects. Through fostering relationships and assisting regional projects, the CFLI also supports bilateral relations between Canada and recipient nations as well as their civil societies.

Thematic Priorities:

Every project needs to be in line with at least one of the following thematic priorities of the CFLI:

  • Gender parity as well as women’s and girls’ empowerment.
  • Growth for everyone, including the defense of financial gains, the advancement of women’s economic rights, and the provision of decent employment opportunities and entrepreneurial opportunities.
  • Action on the environment and climate change, with an emphasis on water management and adaptation and mitigation.

The following themes may also be covered by projects that are accepted:

  • Diversity, democracy, human rights, and the rule of law are all part of inclusive governance.
  • Security and peace, with an emphasis on averting conflicts and fostering peace.
  • Human dignity, encompassing nourishment, education, and health.

Benefits:

  • The highest cash allotted for a project that qualifies under the CFLI is CAN$100,000; the average contribution from the program is CAN$31,000.

Eligibility Criteria:

Eligible recipients are:

  • Neighborhood, community, and non-profit organizations in the area
  • Local academic establishments engaged in neighborhood initiatives.
  • Global non-governmental organizations engaged in regional development initiatives.
  • Institutions, organizations, and bodies engaged in local development efforts on an international, intergovernmental, multilateral, and regional scale.
  • Institutions or bodies of the beneficiary country’s municipal, regional, or federal governments engaged in local projects.
  • Non-profit and non-governmental organizations in Canada that work on local development projects.
  • All projects must be finished by February 28, 2025, which is the day the contribution agreement is signed.

Eligible Costs:

  • Loan or hire of vehicles.
  • Publishing.
  • Radio and television broadcasting.
  • Research.
  • Safety.
  • Awareness, communication, and dissemination of information.
  • Legal services.
  • Services received by beneficiaries.
  • Translation and interpretation.
  • Use, installation or maintenance of vehicles or equipment.
  • Accounting.
  • Conferences and other activities.
  • Civic education costs.
  • Salary costs, including allowances, related to the project.
  • Website development and related costs.
  • Advocacy and lobbying.
  • Capital or operating costs related to the lease or purchase of a building or infrastructure.
  • Environmental assessment.
  • Training and capacity building.
  • Medical expenses.
  • Costs related to the hire of facilities.
  • Equipment rental and/or purchase costs (only where the purchase is necessary to achieve the project’s objectives, represents good value for money and the beneficiary has a sound maintenance plan in place to ensure the equipment’s durability).
  • Administrative and overhead costs specific to the project (overhead costs should not exceed 15% of the total CFLI contribution).
  • In-country travel costs, based on the lowest available fare, not to exceed full economy fare.
  • Miscellaneous costs required for the project.
  • Installation, maintenance, shipping, and transportation costs, including fuel,
  • computers and communications equipment.
  • Hospitality expenses, excluding alcoholic beverages.

    • There is currently a browser compatibility issue with the application form. There are two choices available to you:

  • Written proposals must be in either French or English.
  • All of the questions on the CFLI project application form, including the mandatory gender analysis, must be addressed in detail in project proposals. The proposed activities and related expenses should be summed up in the project budget.
