The Master Mind Scholarship for the academic year 2024-2025 in Belgium offers an exceptional opportunity for outstanding students worldwide to pursue a master’s degree in Flanders and Brussels.
This scholarship, awarded by the Flemish Ministry of Education and Training, covers tuition fees and provides a generous grant to support living expenses and other essential costs. Holders of the Master Mind Scholarship only pay an administrative enrollment fee.

The following are the benefits of the Master Mind Scholarship:

Eligibility Criteria
To be eligible for the Master Mind Scholarship, candidates must meet the following criteria:
- The applicant must be applying for a master’s degree program at a Flemish higher education institution.
- A high standard of academic performance or potential is required.
- A Grade Point Average (GPA) of 3.5 out of 4.0 is necessary. Use the provided GPA calculator for American GPA conversions.
- Proficiency in English is mandatory.
- Minimum English language test scores are as follows:
- IELTS overall score of 7.0 or higher.
- TOEFL: Minimum total score of 94.
- Alternatively, a C1 level of the Common European Framework of Reference or equivalent result in another language test recognized by the host institution is accepted.
- Online versions of the IELTS and TOEFL tests (IELTS Indicator, TOEFL iBT Special Home Edition) are also acceptable.
- Students applying for Master’s programs at schools of arts should meet the following criteria:
- IELTS overall score of at least 6.5.
- TOEFL: Minimum total score of 90.
- The host institution also accepts an equivalent result in another English language test recognized by the host institution, in addition to a B2 level of the Common European Framework of Reference.
Academic Acceptance:
- The host institution conducts an academic check of the student’s file.
- The host institution must accept the student to be eligible for the scholarship.
- This criterion applies even if the host institution decides to accept the student after the selection for the Master Mind Scholarship program.
Nomination and Nationality:
- The candidates can be nominated by only one Flemish higher education institution.
- All nationalities, except for Russian, are eligible to apply.
- Previous degrees obtained must be from higher education institutions located outside Flanders.
- International students participating in credit mobility in a hosting Flemish institution are still eligible for the Master Mind Scholarship.
- Students can travel to partner institutions outside Brussels and Flanders during the Master’s program. However, they must have obtained at least half of the study credits for the Master’s program at the Flemish host institution.
Who is not Eligible?
- Applicants enrolled in a Flemish higher education institution are ineligible, except for international students enrolled in specific preparatory programs in Spring 2024 to start a master’s program in September 2024.
- Students enrolled in preparatory programs, bridging programs, or distance learning for the academic year 2024-2025 are not eligible.
Required Documents

- Curriculum Vitae (CV) containing your American GPA out of 4.0, publications, academic awards, previous scholarships, etc.
- Transcript of records; if not in Dutch, French, German, or English, include a certified translation.
- English language test results or exemption letter from the host university.
- English-language letter of motivation.
- Two signed letters of recommendation in English from professors at your (previous) home university, university of applied sciences (and arts), or recent employer.
- Copy of acquired diploma(s); include a certified translation if not in Dutch, French, German, or English.
Scholarship Payment Conditions
Following are the details of how a student will receive the scholarship amount:
- Scholarship amounts: €10,000 for the academic year 2024-2025 and €10,000 for the academic year 2025-2026 for two-year Master programs.
- Initial installment: €4,500 upon arrival in Belgium and uploading the registration certificate
- Alternatively, a first installment of €2,000 before the start of the academic year, with the remaining €2,500 transferred upon arrival in Belgium.
- Second installment: €4,000 transferred in February 2025 upon completion of the first semester
- Final installment: €1,500 upon completion of the first academic year in July 2025 or September/October 2025 for re-sit examinations.
- For two-year Master’s Programs with at least 54 ECTS in the first academic year: €4,500 before the start of the second academic year.
- The second academic year installment will be €4,000 in February 2026.
- Final installment for the second academic year: €1,500 in July 2026 or September/October 2026 for re-sit examinations.
- If a student does not obtain the Master’s degree at the end of the second year, the final installment of €1,500 will not be awarded.
- If 54 ECTS for re-sit examinations are not obtained by the end of the first academic year in July 2025 or September 2025, the student will not receive the third installment of €1,500.
- If the student discontinues before the end of the Master’s program, the student may need to refund part of the scholarship based on the completed portion. For example, if only one semester is completed, the student can keep the first installment of €4,500.
How to Apply?
To apply for the Master Mind Scholarship, follow these steps:
- Step 1: Check eligibility and participation of your chosen Flemish institution in the Master Mind Scholarships.
- Step 2: Submit your application directly to the host institution.
- Step 3: The host institution preselects eligible applications.
- Step 4: The host institution processes your application by creating a file in the Mobility-Online tool.
- Step 5: Upon preselection, you’ll receive an email notification from the Mobility-Online tool.
- Step 6: Register in the Mobility-Online tool and complete your application file before the deadline.
- Step 7: Ensure the host institution validates and submits your completed application file in the Mobility-Online tool before the April 28, 2024 deadline. Applications submitted after this date are not acceptable.
