Opportunity Description

The Republic of Kazakhstan‘s Ministry of Science and Higher Education offers the Kazakhstan government Scholarship for International Students for the academic year 2025/2026. Applicants of foreign nationalities, including Kazakh nationality, who are not citizens of Kazakhstan, can apply for full-time study at the Bachelor’s, Master’s, and Ph.D. levels.

The Higher Education Development National Center administers the Kazakhstan Government Scholarship for International Students, which the Ministry of Science and Higher Education of the Republic of Kazakhstan funds. This scholarship program is toward students’ tuition fees and monthly stipend, with annual total allocations as follows:

  • Bachelor’s degree– 490
  • Master’s degree– 50
  • Ph.D. degree– 10

Requirements for Kazakhstan Scholarship for International Students

Applicants should meet the following eligibility criteria to apply for this program:

  • Hold the nationality of any country from around the world
  • Be persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan
  • Evidence confirming the secondary education in a ‘good’ manner for an undergraduate degree program
  • Bachelor’s diploma or specialist with a minimum GPA of 3.0 out of 4.0 or equivalent in previous education for a Master’s degree program
  • Master’s degree with at least a GPA of 3.0 out of 4.0 or equivalent in previous education for a Ph.D. degree program
  • International certificate proving foreign language knowledge for Master’s degree and Ph.D. programs

Required Documents

There is a separate set of required documents for each study level as follows:

Bachelor’s Degree

  • Identity document (Tazkira); including a copy of the refugee certificate
  • A high school certificate, transcript, and an attachment with a ‘Good’ grade and notarized translation into Kazakh, Russian, or English
  • A motivational essay in Kazakh, Russian, or English;
  • Two recommendation letters from a previous university or the employer in Kazakh or Russian, or English;
  • Medical certificate for study abroad, confirming the absence of the Human Immunodeficiency Virus (HIV infection) and AIDS;  issued by the official health authority of the candidate’s country of residence
  • Application form;
  • An invitation letter from a Kazakh University (if available) is required.

Master’s Degree

  • Identity document (Tazkira);
  • Bachelor’s degree diploma and transcript, with a minimum GPA of 3.0 out of 4.0 or its equivalent obtained in a previous university and notarized translation into Kazakh or Russian, or English;
  • A motivational essay in Kazakh or Russian, or English;
  • Two recommendation letters from a previous university or the employer in Kazakh, Russian, or English;
  • Medical certificate for study abroad confirming the absence of the Human Immunodeficiency Virus (HIV infection) and AIDS issued by the official health authority of the candidate’s country of residence
  • Invitation letter from a Kazakh University (if available);
  • International language certificate:

English language:

  1. IELTS Academic with a minimum score of 5.5;
  2. TOEFL IBT with a minimum score of 46;
  3. TOEFL PBT with a minimum score of 453;

German language:

  1. Deutsche Sprachpruefung fuer den Hochschulzugang (DSH, Niveau B2/level B2),
  2. TestDaF-Prufung (Niveau B2/level B2);

French language :

  1. Test de Français International™ (TFI) minimum B2 level in reading and listening sections),
  2. Diplome d’Etudes en Langue française (DELF) minimum level B2,
  3. Diplome Approfondi de Langue française (DALF) at least level B2,
  4. Test de connaissance du français (TCF) at least 50 scores.

Ph.D. Level

  • Identity document (Tazkira);

Applications  Procedure

The following documents are applicable to apply for the Kazakh Republic Scholarship Program 2025:

  • First, submit the required documents via the Operator’s website by entering the Apply Now tab above.
  • The Operator will verify the submitted documents. If the documents meet all the requirements, the applicant will receive an email link for online testing.
  • The online testing is to recognize the adaptive potential of all applicants. After passing the online testing, successful applicants will receive an invitation letter for an interview.
  • Shortlisted applicants will have online interviews with representatives of Kazakhstan’s Ministry of Science and Higher Education, the Operator, and universities.
  • The final step is the result announcement of the competition for the Scholarship Program.
