Opportunity Description

The UNESCO International Institute for Educational Planning offers the Foundations of Education Sector Planning Program for government officials, NGO staff, and education professionals.

This online training Program equips participants with essential knowledge and skills in education sector planning, policy formulation, and implementation. The Program comprises four courses covering areas such as education policy, data analysis, sector assessment, and strategic planning. Participants will engage in interactive learning, benefiting from expert insights and peer discussions.

Designed for government officials, NGO staff, and education professionals, this Program provides a practice-oriented learning experience. With a duration of nearly eight weeks per course, participants will gain hands-on expertise through individual assignments, group work, and live sessions. Successful participants will get a Certificate with 18 IIEP credits.

The Program consists of four eight-week courses, each requiring 10–12 hours of study per week:

  2. Educational Data and Indicators
    • Role of data in education planning
    • Calculating and interpreting education indicators

  3. Education Sector Analysis (ESA)
    • Conducting an ESA using analytical frameworks
    • Identifying key challenges and trends in education systems
    • Synthesizing findings into actionable insights
  4. Education Sector Plan (ESP) Preparation
    • Developing realistic education sector plans
    • Incorporating monitoring, evaluation, and learning (MEL)
    • Designing a multi-year costed action plan

Eligibility Criteria

  • Language Proficiency: English or French proficiency is necessary.
  • Technical Skills: MS Word and Excel proficiency are necessary.
  • Completion of Introductory Course: Self-paced course on descriptive statistics
