Opportunity Description

The Global Development Network (GDN) accepts proposals and applications for the Japanese Award for Outstanding Research on Development (ORD). This competitive research Award is under the Global Development Awards Competition (GDAC) umbrella and is funded by the Policy and Human Resources Development Fund trust. The World Bank manages the ORD Award funding with the administration of GDN. The Ministry of Finance of Japan also generously supports this Award.

The ORD identifies and funds excellent research proposals from individuals with a nationality from low- or middle-income countries. High-potential applicants in research and clear policy implications to address development issues can apply for the ORD Award.

Three winning projects will receive USD 60,000 in cash grants. They will also join Communications Training to prepare a proposal pitch in front of the ORD high-level Jury.

Three final projects will benefit from the total cash grant of USD 60,000 toward their research works. Also, awardees will work with world-class academics as Scientific and Technical Advisors in their field. Furthermore, they will receive an invitation to join Communications Training to prepare a pitch of their proposal presenting in front of the ORF high-level Jury.

The finalists will benefit from the ORD Award grants as follows:

  • The first prize is USD 30,000.
  • The second prize is USD 20,000
  • Third prize is USD 10,000

Eligibility Criteria

All applicants should meet the following eligibility criteria:

  • Be a citizen or permanent resident of Low- or Middle-Income Countries classified by the World Bank.
  • Citizens of eligible countries who are living in non-eligible countries for no more than five years by 01 January 2025 are eligible to apply.
  • Be 45 years old by the end of 2025.
  • Must be affiliated with an institution to receive the project grant.
  • Provide accurate and detailed personal information in the application form and CV.
  • Principal applicants should submit the research proposal if it is a joint one.
  • All researchers (including team members) must meet the eligibility criteria.
  • Be available for the Communication Training and the Physical Event (dates later).

Applicants MUST NOT: 

  • Be staff members of multilateral and bilateral organizations, such as the World Bank, IADB, IMF, UN Agencies, UKAid, etc.
  • Be a previous awardee of ORD or the Japanese Award for Most Innovative Development Project (MIDP).
  • GDN employees and board members must be previous and current employees and board members, including interns, evaluation team members, and Regional Network Partners.
  • Provide any academic dishonesty or plagiarism.
  • Submit more than one research proposal.

Global Development Network (GDN) WILL: 

  • Strongly encourage female researchers to apply for the ORD Award.
  • Consider gender and geography for diversity increasing.

Research Proposals MUST: 

  • Be in English.
  • Not receiving any other funding.
  • Include an analysis of risk for the proposed project.
  • Not be similar or include the results of studies and products of GDN-funded activities.

Selection Process

All winners should pass a multi-stage blind review process as follows:

  1. The GDN staff will undertake a preliminary assessment to check for eligibility, coherence, and originality.
  2. In the second stage, external scholars will review the eligible applications in two steps:
  • Lot 1: In the first level review, the reviewers will check the proposals based on the ORD criteria and then shortlist the best submissions. The shortlisted applicants will receive comments from reviewers. Then, they can update their offers and respond to reviewers’ words.
  • Lot 2: Experienced researchers will review the proposals at an expert level. Then, they select three finalists for the ORD category. The Panel Organizer will validate the final ranking.

3. In the final stage, the ORD high-level Jury will select the proposals after a public presentation of proposals by finalists. The ORD Jury will make the final decision.

How to Apply?

  1. Click the Apply Now link below. Applicants should submit their applications and documents via the online application portal. Please read and follow the below steps:
  2. Register and log in to the platform to access your profile.
  3. Check your email inbox for a confirmation email for successful registration.
  4. Follow the guides, enter your email and password, and verify your profile. If you do not confirm your profile, the portal will not let you apply.
  5. On the profile page, follow the instructions carefully to go to Applications ‘funding opportunities’ and select the Call you want to apply to.
  • Pass the automated Eligibility Screening before accessing the Full Proposal. Otherwise, the applicant will not be able to apply. Contact the GDN if you have any issues.
  • A collaborator must complete the Collaborator Form from the Collaboration Form and Applications section. By filling out the Form, the collaborator will have access to the applicant’s proposal with which they are associated. The collaborator can edit and even submit the proposal.
  • Applicants can resume their entries at any time till the end of the deadline. The preference is for the most recent submission (Proposal) in duplicate entries.

6. Applicants should provide the details of the proposal. In this stage, the principal applicant should invite all team members by adding their names and email addresses in the ‘Collaborator’ tab. Please remember to press ‘Invite’ and check if the team members have accepted your invitation by checking their status in the same section.

7. Upload all required documents and fill in all applicable sections.

8. Once you complete the application, click the ‘Submit’ button. Please check the email inbox for a successful submission notification and a copy of the entire submission.
